The One Card pilot scheme allows library members across local authorities and trusts in Scotland to use their library cards in any of the participating areas.

Currently library members in Aberdeen City, Aberdeenshire, Highlife Highland, Angus Alive and Culture Perth & Kinross Libraries now have access to over 120 libraries, 1.6 million books and over 600PCs. The One Card scheme does not extend to digital loans but card holders can take advantage of free WiFi in local communities and attend events catering for all age groups.

It is hoped the One Card scheme will eventually be adopted by every local authority and trust in Scotland, giving library members throughout the country the chance to access any Scottish public library they wish.

The One Card project encapsulates many of the core themes of Ambition & Opportunity: A Strategy for Public Libraries in Scotland 2015-2020. The strategy highlights one of the defining characteristics of public libraries in that they are open to all.

No-one is turned away, no joining fee is required and anyone can make use of the space, be that a space within the local community or the virtual library offer. Ambition & Opportunity strives to make Scotland’s public libraries part of a shared civic ambition to fulfil the potential of individuals and communities.

Libraries are the only place in contemporary society where everyone - regardless of age, social demographic or level of education - has free access to books. Scotland’s public libraries work together to ensure citizens have equal access to the one of the best public library services in the world.
